Yes it will be a postcode lottery unless the policy is scrapped.
I'm not sure how one agency doing its own thing forms a precedent! Does that mean all the others who aren't are also precedent setting?I currently manage a Housing Benefit service and have been working in Housing / council tax benefit (as was) since 2001.

Perhaps precendent was the wrong word to use. The regulations leave it open to the agency to determine the size of their properties yes?
So therefore, it may also lead to other authorities taking similar decisions because financially there is no loss to them in doing so. In fact they are less likely to face arrears etc.
In this instance it was a Council decision not an agency and proposed by the portfolio holder for adults, housing and the community, it is probably more likely to happen in non Tory run councils I would have thought?
The most wasted day is one in which we have not laughed.0
