Bank gave out unauthorised statements to someone who wasn't me!

If the desk clerk knew your father, perhaps the statements were given to your dad in a sealed envelope because he said he'd deliver them to you.
So in that case your dad opened a letter not addressed to him.
It's fair enough to be cross with the bank, but I personally would be more angry with than you seem to be at the dad.Early retired - 18th December 2014

This is a branch small rural town. I'd guess the desk clerk knows who it is and made a poor judgement. I may yet turn out to be wrong about this, and I hope I am.
Instead of getting loads of people on the internet to guess what your father did either:
1. Ask how he got the statements yourself, or,
2. Get your sister to ask him.
Once you have the correct information and only when you have the correct information, then a complaint to the bank may be necessary.I'm not cynical I'm realistic

Sounds like a complaint to the bank may get your dad done for fraud and possibly obtaining items by deception (and then disclosing such confidential information to a third party). Unlimited fine and several years behind bars. I know if it was my dad I'd be pushing for the maximum penalty possibly under current law.0 -

It wouldn't.
If everyone in the town knows each other, or it's clear your dad isn't a young male then the bank clerk gets in trouble not the dad.
Whether the statements were in an envelope or not they shouldn't be handed over to someone who is clearly not the account holder.I'm not cynical I'm realistic
