European Small Claims Procedure - Form A

I would like to take Ryanair to court to claim compensation for a 6 hour delay on a recent flight which they will not pay as they argue a technical fault with their plane is 'exceptional circumstances'. I am planning to complete form A of the European Small Claims Procedure: http://ec.europa.eu/justice_home/judicialatlascivil/html/sc_form1_en.jsp?countrySession=4&txtPageBack=sc_filling_uk_en.htm
Am I right in thinking that the fee is £25 to file this with an English court?
If I win, is the fee refunded?
If I lose, or if Ryanair appeal, could I be liable for their costs?
