If broadband is avaliable Skype do a mobile and landline package.

you will need to buy a Skype compatable phone, but the look and operate like any other phone

Those desktop GSM phones are a bit dodgy in operation but they do work (I have that one pictured). I like it as you can turn it 'off' but be aware that if you lose mains power (mine has a battery too) you have to press a button to connect back to the network. Overall though great if you have unlimited landline on a SIM you don't use much for anything else.
