Help! Need a contract smart phone with a cap

Not life and death to me but for my 16 yr old daughter, it is!
We live in Spain and cannot find any provider that will give me a capped contract which will enable her to have the newest smart phone. Only looking to text really within spain.
Is there a contract in UK that will give me newest smart phone for 20 a month with a good amount of free text?

If you live in Spain you'll struggle to get any contract in UK, even sim-only, let alone with the newest smartphone.
And why do you need UK airtime if you live abroad? No contract will have a roaming allowance included.

I don't need uk airtime. Here the contract is 22e per month with free call between 6pm and 8am. It is the cap I'm after. I know that there are some people who used to have a uk contact phone that had an extra roaming facility that they used when living in spain. They said that it was still the cheapest option. Unfortunately those people have now moved back to UK.
I have a uk address that it can be registered at.

I've just signed up for a capped Tesco mobile contract (which is the only option I've seen), but the included minutes/texts/data can't be used in Europe, you'd need to top up as if it was a PAYG phone. If it's a smart phone, I think the data would be much too expensive (60p per MB).

I would recommend buying the phone (unlocked) and looking at one of the local PAYG operators.

As a bought unlocked phone the Google Nexus 4 merits consideration.
