It depends on the network - I get some special large phone discounts through work (30-40%) on O2 & EE and both include the iPhone.
The T-Mobile plan does include the iphone, it just excluded the cheaper plans when I last asked, it had to be the £60 iPhone plan (meaning it cost £30), this was last year around August, of course the plans they allow do change and older ones are grandfathered in and no longer available.====0
