They turned down your appeal , I gather this is in England or Wales after October 2012, did they give you a popla code to appeal with them ? Has it been more than 35 days since your original appeal. they turned me down ..they didn't offer any popla code and it hasn't been 35 days yet.
also, i didn't mention popla to them!

Well it's a breach of the bpa code of practice, and a complaint to the dvla and popla should be in order, because on a rejection they must offer popla to you. I wouldn't do anything but wait until 35 days after the original appeal and if they do write to you make the complaints as you don't owe them anythingWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. I think it's 35 days since they would have expected to receive your appeal. So if it was by email then it's 35 days straight, if it was by 1st class post then it's 35 days then add on 2 working days (weekdays only will count) which allows for the post and when they would be assumed to have received your appeal.
Make sure you wait long enough then you can just:
- ignore them, safe in the knowledge they are stuffed by this breach
- or complain to them that they have broken the BPA Code of Practice by denying your right to POPLA in the prescribed timescale,
- and of course complain to the HA that their agent is routinely breaching the BPA code of practice by ignoring the POF Act and not offering POPLA.
Have fun with the complaints, even to your MP if you like, the DVLA, the BPA, Trading Standards, whoever - but make sure you are past your 35 days first.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

it will soon be 2 months and i haven't received anything from them yet

so i got them probably off my back ...
will let you guys know how it will go from here on.

just in case anyone is interested: they tried to send me a letter to say I have to pay, no sign on popla code and i haven't heard back since!
i went and had a look at the appeal on the website and is stated as closed.
i am not amazed though, they had no case as i had a valid parking permit!
