Do BT Throttle speeds to other providers

Hi guys,

Up until December I was with BT getting broadband download speeds of a consistant 6.5-7.5mbps. Unfortunately the contract came to an end and they decided to put the cost up by 1/3.
So, I looked elsewhere, and chose Talktalk.
From the moment they took over the line I've been getting broadband speeds most days of 0.3-0.9mbps and when I do an automatic speedtest overnight, it reaches 6.5 normally between 3am-5am and then back down when it comes to the time I want to use it.
I had a Talktalk engineer come out who carried out some tests and suggested the following>

The reason your broadband is slow, is because you have a IPStream line, which means Talktalk pay BT for this line. BT know we were a customer, and want you as a customer, so they are deliberately 'choking' the line. This is really common and currently there's nothing anyone can do, as OFCOM are rubbish and this has been going on for a couple of years.

Now whilst I understand that this is theoretically possible, is this something that is done? And if it is, what's actually being done about it?

    Best bet would be to change to an LLU provider, however if TT have not unbundled your exchange its doubtful if anyone else has or will in the future. What exchange are you on?

    TT engineer is correct your Broadband is being delivered by BT, the exchange is probably overloaded. As a market 1 exchange and only 2000 subscribers it unlikely to be much improvement. Have you compared your experience with the neighbours.
    That gum you like is coming back in style.

    IPStream is usually throttled, I know ours is.

    Yeah, I am rather lucky. Got a view of St Michael's Mount from the back bedrooms :)

    So, is the only answer to move back to BT???
