Virgin Mobile - Need my PAC

I wish to buy out of my virgin mobile contract (I know it will cost me about £70 - no problem for all hassle they have given me & all its costing), but I'm told I cant have my PAC until AFTER my contract has been cancelled. I disgree what do you think ?

I have another mobile with o2 who have given me my PAC on that which I'm told will expire unless its used by a certain date - thereafter I simply stay with them, whilst I shop around - which seems more fair & reasonable. I also didnt have this problem years ago when I asked for a PAC from orange.

    Perhaps it's the order of things why you can't get the PAC just yet, eg , once you have paid up, then you are in a postion to cancel and hence the code can be issued, however whilst the account is still active and within minimum term, then their systems may not generate a code due to the account status.
    Hope that makes sense.

    Ofcom:
    Can my mobile provider refuse to give me a PAC?
    Your provider cannot refuse to issue a PAC if you have any outstanding bills or charges to pay.
    These charges should be included in your final bill after the port has taken place. You should then settle them as agreed in your contract.
    Full stop.

    thanks - I'm not refusing to pay - I just want the PAC to set a new phone going all OK before closing off the old one
