Morally, things are a little more complicated. Strictly speaking you owe him £250. However, he's indicated to you that he's written off this amount so why worry about it? But he's now changed his mind.
How are your finances? If you can afford to, pay him back. That way he has no hold over you and you'll forever know that you did the decent thing, despite his earlier assurances that it didn't matter. Then you can truly move on. I have emails from him where he states that he has written the money off. This is even after I finished with him. I can see he is hurt and this seems to be his way to get back at me.
I will start putting £10 into his bank account a month and see what he does. If he takes me to court then the court can see that I am trying to repay.
And yes, I am glad to be done with him, he has shown his true colours now.0 -

??? If you start paying the money back he can use it as proof that you accept the loan is outstanding can't he? You have e-mails of him writing off the loan so cut contact. Don't see why you would pander to this kind of bitterness.0 -

OP has decided to pay back the last £250 at £10/week which is what she can afford. All credit to her and don't knock it.You might as well ask the Wizard of Oz to give you a big number as pay a Credit Referencing Agency for a so-called 'credit-score'0
