is there a charge for using my lenove ideapad abroad. I will be using wifi. Just for skype and some browsing. no downloading

If you are connecting to free local wi-fi hotspots, then no, it costs you nothing.
Browsing and using Skype still involves data usage, whether you download or not. It's total data usage, up and down, that is measured against any monthly allowance-not just downloading.
