Water and wastewater usage rates

Hi,
Could somebody explain please what the water and wastewater usage rates and how they are caluculated - we don't have a meter.
The water usage rate on my bill is 0.9 and wastewater usage rate- 1.6
We are 3 people in the 4 bedroom house and the annual bill is £993 for the water and wastewater

    It is calculated based on the RV (rateable value) of the property, which is a historical value.
    Therefore the number of occupants or bedrooms is irrelevant.
    The website for your water authority will show the current unit and standing charges, these are then factored up by the RV.
    Given your apparently high RV, you would almost certainly be better off with a meter. If not, you can't lose, as you can have it disregarded and revert to RV billing within the first 12 months.
    No free lunch, and no free laptop ;)
