How does t mobile 250mb data work ?

How do t mobile calculate your data usage ? I'm aware they count downloading and streaming towards your allowance but say surfing the web doesn't count. Do they charge after 250mb of data is used or throttle the connection ? Is it possible to ever be charged for data with t mobile ? Also is it contractual. i.e. if they started charging (if they don't now) would it be deemed breach of contract ? Many thanks.

    It also says this..'For customers who have reached their Fair Use Policy, text and image based browsing and emailing will continue to be available at no extra cost, but additional high-bandwidth activities such as video or audio streaming and downloading will be restricted.

    T-Mobile is the only operator not automatically charging expensive run-on rates after reaching your Fair Use Policy.' I'm confused !
