Changing over 47kg LPG question

Morning,
I have 47kg bottles as part of my heating system. I am going to replace the automatic changeover unit as the red flag doesn't work. However, until today it worked and I had turned one of the bottles off to stop it automatically switching over so I could see how long the first lasted.
I opened the valve and nothing. I did switch the switch to the correct side but as the flag system is faulty I cant tell much from it.
I then tried changing the full cylinder to the other side that was working, but again nothing.
What is the correct procedure for changing them over. I assume I turn off the gas but then I am guessing, do I put the arrow facing downwards, do I connect both then turn them on then turn the arrow ?
Any help would be appreciated.

mine went to permanent red this time last year,we were quoted £150 for a new unit by our gas suppliers and got one online for half that
the red marker works with a very small spring and if condensation gets into it then it sticks,the new unit has a plastic cover on it now,even if the red marker has stopped working the "changeover" will still work,and you will know when a bottle is empty as you can pick them up(full ones you cant)

Thanks, I went for a new one and a certain auction house had one at a very good price.
Only problem is no lpg and plumber due next week. The red flag works and switches off but the boiler isnt getting any gas.Nice to save.0 -
are you sure at least one cylinder has gas in it?0
