Mixing Cash & S/S ISAs

I'm aware that the Cash ISA 2012/13 limit is 5640 and the S/S limit is double this.
Is it possible to mix & match in a given tax year? i.e. put up to 5640 in cash & the remainder of the 11280 limit in S/S? Presumably I could later transfer from the cash ISA into the S&S ISA, either before or at any time after the end of the tax year?
