    I'm not sure if sowing seed is the best approach. As mentioned above the cultivar 'Treneague' is best to use. It is non-flowering and low-growing so does not need trimming; but no flowers means no seed so you would have to buy the actual plant.
    I have a small patch at home that I made by buying three plants and splitting them up as much as possible and spacing them out over the area. It took a few years to fill in but looks OK now. Needs weeding once in a while - but less and less each year.
    You can't walk on it until its fully established or it will never get going. Gentle trampling with a flat-based shoe seems to help it spread out a lot though.
