You need to stay outside with him until he goes pee or poo and then praise him and treat. It took my rescue dog ages to work out that it was OK to go pee outside, even now (2 years later) there are only a couple of places on our walk that he feels "safe" enough to go poo. I REALLY regretted getting a rescue dog in February, sometimes we would be outside for 30 minutes before he went to the toilet, and I would be frozen! And I was taking him outside every hour at first, until I worked out his routine.0

Apart from agreeing with the paraise if he goes outside, since he goes about 5 mins after coming back in, is it possible to take him out a few mins after he comes back in.

have you taught him the command 'NO'? its a good one for both dogs and kids! I taught both my dogs this word and they would stop whatever they were doing and look to me for the next command. it doesn't have to be a punishment word. just 'stop RIGHT NOW and look to me'.
if you do and can catch him 'in the act' then I think it may help. the fact you clear up without comment is not teaching him anything. just now you are re-inforcing the good behaviour (which is good), but nothing about the bad (or undesirable behaviour as he doesn't know its bad to 'go' in the house). I think this is what you need to work on. you say he is intelligent so try stopping him doing something with the command 'no'. when he understands then watch him really closely and when he pees or poos say NO and quickly put him outside - if you then (as another poster suggests) use the command you give when he does perform, you should have this problem sorted very quickly and without harsh punishments.

Glad to hear things are improving.
I would walk the streets rather than the garden until the deed is done! I've trained several adult rescue dogs which has taken a bit of time. I always use words 'cos as said before when it is cold you can use those words for a pretty instant result. Favourite phrases are " hurry up" or Wee wee and "be a clean girl" or be busy."Being polite and pleasant doesn't cost anything!

Sorry to leave it so long for an update.
We now have a really well house trained dog. Yipeee. We still get the odd accident which I always expect with a dog anyway but he actually enjoys going outside now to sniff.
We've found it easier to let him out and close the door and just stay within sight of him and where one of us could see what he was doing without him seeing us watching him if you get my meaning. We also had the use of a relatives dog to pee all over which helped immensely.
It really was just patience.
As Ive said we rescued this little boy and when we got him he was like Rambo the hurricane, he now comes to us for cuddles and play and hes just lovely. I am so so pleased we persevered with him and he persevered with us. He'd had 3 previous owners who couldn't cope with him. He is a very energetic dog, very lively and really does wear himself out for a sleep playing with his toys, so hes not one these nice little quite calm dogs that a lot of people like, but we love him and hes just perfect.
