I have done it in the past and got FVF's back.
It might not be obvious that you don't get your fees back as it merely says you can close the NPB and mentions more prominently that buyer will not get a strike. The bit about not getting your fees back is slightly less prominent.
Otherwise we would all be advising sellers to always open an NPB and close it immediately to get an automatic refund of fees without the buyer getting upset at having the NPB opened against them. The last time I changed a NPD to a cancel transaction the message I got when the transaction was cancelled clearly stated fee's had been returned.0
