Ive looked at another forum called pepipoo.com user name Ming Rider has posted copies of letters which follow the pattern posted on here. difference is after the letter from Debt Recovery Plus Ltd they then receive a letter from County Court for cost of fine plus solicitors fees and plus court fees. This was posted 5th March. The advice on this MSE site says they cant take it to court.

thanks coupon-mad for taking trouble to reply. I actally spent hours looking at all different threads and sites and most were dated last year. ive never even heard of most of these abbreviations so never stumbled across the link you have kindly shared for me. After reading loads and loads of stuff i am still not sure if I should just ignore from the start or reply with an apeal so it goes to POPLA ?? I guess when you have tons of experience with these situations its obvious but I am afraid it isnt to me.0

Abbreviations? 'PPC' or 'Freedoms' (not an abbreviation, just a search keyword)? Nor have most newbies until they get here or to pepipoo. I guess you are just not used to forums yet because I find it easy to flit around, finding old useful threads & stuff I remember from ages ago, with just a keyword search. If most of the stuff you found was old then you weren't searching the forum properly - but that comes with practice.
But we were all newbies here once!
Yes you are right, it's a choice of ignore, or appeal, when POPLA is in the equation (which it is for a recent fake PCN issued in England or Wales).

I agree with them that we should be using the POPLA system as long as the appeal made is very strong with lots of important issues raised against the PPC.
If you actually look at the leaflet you mentioned earlier it DOES NOT say they can 'prosecute'. Of course they cannot, it's not a criminal offence - it's an impersonation of authority by a scumbag profit-hungry racketeer. They are scammers and you can beat them by appealing and then getting help here with a POPLA appeal.
You need to start your own thread. You are still stuck on someone else's which you may not even realise, there's a whole big current parking forum out there!

Once there, hit the blue 'new thread' button at the top. Start your own thread posting your circumstances and a draft of what you plan to say as your appeal (keep the location and exact details secret in case a PPC troll is on here). Do not reply to private messages from anyone with less than thousands of posts under their username.
And if you look on the right above the thread index you will see 'search this forum' which you could have used for any keyword - such as 'Freedoms' (you never need all the words, just an unusual one with exact spelling and capital letters where appropriate) or you could have just searched the name of the PPC, or 'new law' would have done it - and change the search to 'show posts' (not 'show threads' which is less useful I find). A search would have found you loads and loads of current 2013 results. You'll soon get the hang of it by practising and you can always get back to the main forum view using the breadcrumb blue link trail at the top of the page when on any thread.
