My contract ends next month and I don't want a new phone just a sim only plan (trying to cut down the bills)

Any PAYG is obviously the best value if you switch mobile data off and don't use the phone for calls a texts. It will cost you £0.
Paradoxically, any unlimited tariff is a good value too as every single minute/text/Mb costs £0.

If you do need some reasonable amount of minutes/texts/data, then the best value obviously depends on how much you need.
