My wife asked me to find a PAYG handset for her, which is good for calls, texts and play music, and does not cost a lot, as we are both unemployed at the moment.
Any advise?
I really don't want to get it wrong.

"Good" is far too vague requirement, isn't it? So is "not a lot".
I think all modern phones can do what she wants, and the cheapest cost just about a tenner.
The cheapest smartphone I've heard of is
Huawei Ascend Y100 Now £24.99 (possible £19.44 after tcb) Half Price @ O2

However, I am not sure that a small screen with virtual keyboard is very good for texting, and you'll need a tariff with mobile data allowance for it. Data wouldn't be a problem with Ovivo sim and reportedly unlocking costs about £5.
