"Good" is far too vague requirement, isn't it? So is "not a lot".
I think all modern phones can do what she wants, and the cheapest cost just about a tenner.
The cheapest smartphone I've heard of is

However, I am not sure that a small screen with virtual keyboard is very good for texting, and you'll need a tariff with mobile data allowance for it. Data wouldn't be a problem with Ovivo sim and reportedly unlocking costs about £5.0
