    Hi curtaingirl and welcome to the forum.

    Do you have a specific question? Obviously your example is an imaginary individual. But do you know someone you are concerned about who has no id and may be vulnerable?

    If someone is street homeless and has no documentary evidence of identity, they would still be eligible for benefits. The JCP can conduct an interview to determine identity and cross-reference records etc. I have case-worked countless rough sleeper service-users who have no id and they do receive DWP benefits (subject to normal eligibility criteria). We obviously try and support them to get proper documents so that they can be moved into shelters and projects appropriate to their need.

  • What would happen if the person had absolutely no traceable identity, no records were found, etc? Where they are neither illegal nor legal citizens, just a person with no identity.
    Such a person would not exist. We don't have a wilderness in the UK where someone could be reared by wolves! The only person I can think of who would not exist on records would by a foreign national who had gained entry to the UK unlawfully.

    If you want further answers you will have to take this to another part of the forum such as Money Savers Arms or a different website. MSE owners and management have specifically asked that the benefits forum is ONLY used to give specific advice on benefits and to provide support.

  • The authorities would head straight over to the Money Saving Arms and speak to the landlord and bar staff. The word on the street is that they have connections with the international underworld and have a major involvement with drug trafficking, money laundering and serious organised crime.

    But what if I found a billion pounds, would I have to find the owner?

    How would I do it?

    Could i just keep it and spend it?

    As long as his birth was registered, there's proof of his existence. A copy of his birth certificate can be purchased at any time. Of course knowing his parents details would make this easier too. I can't imagine many people wouldn't register their child's birth

  • He would not be assumed to be an illegal immigrant, for a start he would have been raised in woods in the uk, therefore he would be British, they could take DNA samples as well to prove heritage.
  • He would have to ring the 'National Insurance Allocation Helpline' to get a National Insurance number before he gets a job :)

    Scenario, a guy turns up at a local police station, asking for ID/help. There's no record of him on anything. He says his name is Bill Smith and that he grew up off-record in the middle of the woods. His parents passed away and he headed for civilization, but without papers, he can't get a job.

    Is he assumed illegal? What happens?
    He wouldn't need to prove who he is to get help.
