            I'm amazed at what little you get for your money in that area of the country but an eye opener!! Shared drive would be a deal breaker for me...been there done that!
The water tower isn't a health risk, people have got LD from visiting a garden centre and standing near to a hot tub so I don't think that is a consideration. I think the point about the £525 and % of stamp duty is the main issue if you can buy it for under £500k and pay less then worth going for if you like it in all other respects. If you are in a strong buying position I would put in a much lower offer and see how it goes

            Water towers are known to contain large quantities of dyhydrogen monoxide, which under some circumstances can be a health risk.

            Does the hospital have emergency admissions? Ambulance sirens going at all times of the day and night? Even without, there will be a lot of noise from things like early morning deliveries, 6am shift changes etc. It does make a difference. I live on the route to a large factory, and there is considerable traffic noise from about 5.30 am with people heading for the 6am shift start, right through to 6.30am when the night shift is leaving.
