Bank loan - refused and now cleared default.

Asking this on OH behalf.
He applied for a 7.5k bank loan ( for a car ) today and it came back refused, he was bemused as to why so checked credit report and turned out he had owed Vodafone £27 for 6 months. Called Vodafone tonight and made payment.
What's the chances of the bank allowing the loan now and if they do, how long will it be before they would allow it.
