issues sorting gas and electric in new HA property

I am moving next month into a HA property.
The gas and elecrtic have been turned off and according to my tenant handbook i need to contact the supplier, get it turned on, and then i can get the boiler re- commissioned.
Im with e-on at the mo but they dint currently supply the house so i contacted the current supplier Scottish and Southern. They told me they havent disconnected the supply so it is the HA responsibility to turn it on. It was also suggested i turn it on at the fuses. Lets just say i wont be messing with anything.
I found SSE very very unhelpful.
The HA have said the gas and elecrtic was capped 18.1.13 so the supplier needs to reconnect it all.
But SSE refuse to send out a contractor .
Can anyone help?

It would not be normal to 'cap' the supplies unless a safety issue is involved (as then reconnection charges would apply), so I suspect your HA has got their terminology wrong and the suplies hae simply been switched off. You don't need a 'contractor' to simply turn the gas on or the electricity. You simply open the gas valve via the lever by the meter, and turn on the power via the switch at the consumer unit.
SSE have nothing to do with your CU, it's the responsibility of the occupier or owner.No free lunch, and no free laptop0 -
When Landlords such as councils or housing associations move tenants into properties it is their responsibility to arrange to have the meter uncapped- not the suppliers.Self Employed, Running my Dream Jobs0

I too would be surprised if a property you have has had the supplies capped/disconnected.
But if they have, I cannot believe any council or HA would expect a new tenant arrange reconnection. When you rent a property you expect water, electricity (and if available, gas) all to be services connected.
I agree. I think all that has happened is that the supplies are isolated. i.e. the main electricity switch turned off at the consumer unit, the gas valve isolated at the meter (and probably the water turned off at the stopcock which you will usually find under the sink)
But if not, the Council or HA need to sort it all out before your TA begins.0 -
When we moved into our HA house, the gas had been capped by their gas contractors, and they came the morning of our move, to uncap it. It has nothing to do with the supplier. Our HA told us they always do this for safety reasons.
