The thing is it not being online or on the payment line is actually a point that can be added to the appeal because you should be able to view the images etc associated with the PCN . They have obviously messed up and should be dealt with only in writing, as coupon said never deal with this over the phone.

If your registration is all correct at the right address and they never send a NTO you can overturn any other steps they take.
Start compiling evidence screen shots showing no on-line proof exists.
They do slip up, they do have time limits to put it right.
