Ebay seller did not pay enough postage and expecting me to pay the £4 to redeliver

I would let it go back. The seller obviously doesn't want to help out. File a dispute with ebay and Paypal anf you will get your money back and look for it elsewhere. The seller is losing out here anyway. He can get his item back to resell but will have lost money on initial shipping.0

What does the tracking say. If it mentions it being held for insufficient postage, then I'd just get them to return it to sender if seller won't cough up.
Seller obviously paid, but label has fallen off. Nevertheless, THEIR responsibility, not yours!Should've = Should HAVE (not 'of')
