Recently cancelled a policy with them and they told me they could only provide refund when I returned insurance certificate.
Umm, I told them, I have no physical policy it was all done online - I can view it on there. No - still need it back. OK, I'll print it out and send it back.
Looked online now and its not there because policy has cancelled. Phoned them again - no refund until I return document.
How thick can you get?

It is standard when cancelling car insurance that they ask for the certificate to be returned so is it really Budget that are thick ??.0

Send them an official letter confirming you want the policy cancelled from x date, that you have never had a certificate and should you ever receive one you will return it to them.
I you have any evidence as to why you don't need cover any more eg alternative insurance for the same vehicle or bill of sale then enclose a photocopy.
Send it all recorded delivery and keep copies, call them a few days after you send it to confirm receipt and that they're acting on it0 -

My certificate and policy is on line , but I have printed out the certificate of insurance. If the Insurance Company ever wanted my certificate back I suppose I could send them that, but how would they know it was the original I sent and I had not printed out a load of them ?You scullion! You rampallian! You fustilarian! I’ll tickle your catastrophe (Henry IV part 2)0

I had the same issue a few months ago, luckily or should I say sensibly I had printed a couple of copies of my certificate of insurance. I sent one back but I also received by email a disclaimer type letter which basically was a declaration that I no longer had a certificate. I printed, signed, scanned and emailed back. Got my proof of NCB and refund a few days later.
I seem to recall when I spoke to the insurers that it is a case of the law not keeping up with the electronic age.0 -
I had a policy with Budget Insurance for one year. When I changed my car, they were unable to transfer the policy over to the new car, and let me pay any extra that might have been needed. There were only a couple of months left on my policy. Budget wanted me to take out a brand new policy, and pay a canellation fee for the old policy. Then they changed their minds and said they couldn't cover my new car, even thought it was the same model as the old one. I got a new policy online from Hughes (NI brokers) who insured the car with AXA.0

THERE IS NO PHYSICAL CERTIFICATE
When you buy the policy you print out the certificate in case you need it.
You don't wait until the policy has been cancelled.

Seems like a Budget service from a Budget supplier
Seriously, I don't think they're thick, I think they're clever. Thats probably how they make a bit of extra cash by demanding you send them something you can't send.0 -
I find that most Insurers are getting worse and worse. They arrange a bunch of letter templates to send out but fail to realise that they don't know what they've sent out and how contradictary some letters are.
I arranged a motor policy for my Uncle with OneCall. OneCall couldn't get confirmation of his NCD from his previous Insurers so they gave 7 days notice to cancel. We arranged insurance elsewhere. OneCall sent a letter demanding an additional premium for the cancelled policy because there was no proof of NCD. We replied No, you've cancelled so Foxtrot Oscar. It's almost like a game of absurd charades with their left hand not knowing that the right hand has wiped their own arris. The man without a signature.0
