Non-Direct Debit Charge by Virgin Media

I'm not too sure if this question has been discussed in previous areas, apologies if it has.

I've just noticed that VM are now levying a £5 charge on my account for not paying my broadband bill by direct debit(DD).

In light of the furore surrounding the excessive charges levied by banks does anyone know how much it actually costs VM to process a non-DD payment and if it is illegal for them to charge anymore than the actual cost of processing such a payment? In other words do the same rules which apply to banks also apply to companies who levy a non-DD charge?
