Best roaming rate for UAE and Sri Lanka

A friend of mine regularly spends of £500.00 on her mobile which is due to the time she spends in Dubai and Sri Lanka. I'm sure she could get a better deal as I think she must be paying the standard rate with her provider 02.

She has a basic phone and does not want data and after reading the MSE guide about roaming the cheapest option appears to be buying a different sim to use when abroad.

I cant see her being interested in this option though.

What would you recommend?

    Why? Dual-sim phones (with dual standby) are available for as little as £30 - much less than she wastes on roaming.
    What would you recommend?
    Other options:

    Switching provider. Have a look at 'smart roaming' at Lebara.

    Using a smartphone and wifi. Even without wifi data roaming bundle costs £120 for the above countries, but she will still pay through her nose for incoming normal calls
