Best hire car for price/loyalty balance

I regularly hire cars in France, and currently it appears that Europcar, whilst being quite cheap, seem to regularly mess up on the loyalty front. The excuse I was given was that the airport branch are a franchisee and only send hire details to head office at irregular intervals. It took me multiple emails and phone calls just to get the wretched loyalty card!!
