Have you seen the 3 networks offer, its not exactly the requirements you need but you can have either 500 mins or 75 mins and 600 texts for £15 per month plus a choice of free phone ? Let me know if this is not suitable and will have a look around

As above get the Virgin 6 month contract - allows you to port your present number. Another tip - go through Quidco and then through the Phonespot (part of CPW so reliable cashback) and the cashback is £50! UPDATE - the cashback has changed to £7.50.0 -
I'm in the same position. would like a contract for around £15 a month with around the 150mins 150 texts.
Be careful with Three if you live in Yorkshire. Apparently the signal is quite bad.
I've spent a few weeks looking around the different contracts. Also note that some networks change a lot higher cost per minute for cross-network.
