Is this a Con?

I signed up this morning for the Virgin SIM card that was in last weeks money saving newsletter and have just found two emails in my inbox, one saying

"We have processed your application with your chosen network. Your application has been referred which means that the network needs to carry out further checks before we are authorised to go ahead and process your connection.
We expect to have a decision from them within 24 to 48 hours.
We will liaise closely with the network to ensure a speedy response.
As soon as we have been notified of the decision we will contact you to confirm the decision."

And the other saying that they need to debt my account with a payment on 1p so as they can "so we can validate your card"

Is this normal? I've brought contract phone deals before, the last one from the same website, and never been asked for this before but I do get a lot of scam emails, which I normally delete without thinking twice.

    if you are worried, get in contact with virgin and confirm e-mail. Do not reply to the e-mail or send any account information over the internet

    I work for a credit card company and it is normal for a company to put through a 1p auth attempt on an account . Most do not get charged to the account, just an atttempt to confirm that the card details you gave are correct

    Phoned up and sorted this out this morning, the person I spoke to didn't have a clue why I needed to do this as I had passed my credit check, but put the 1p payment through any way and my new SIM is on it's way.

    Now I just have to sort out getting my number changed across to my new SIM
