social housing state of disrepair

My friend has been offered alternative accomodation by his housing association after years of legal rangling with them.
I went and saw the property with her the other day and i had a few concerns about how the housing authority have done it up since they evicted the previoius tenant.
the previous tenant left it in a quite a bad state and all the housing have done is replaced the flooring which had rotted with chipboard. they have made no attempt to replace the skirting board which has also rotted. they have done minmal repairs to the rest of the property and the bathroom looks as though it has not been cleaned for at least 10 years. the extractor fan is caked with grimed and dirt and is a health hazard.
she has complained but they are not responsive in rectifying the work that needs doing and clearly they have just spent minimal amount on it before passing it on to her.
she is not expecting first class accomodation but in view of her health condition she should not have to move into accomodation which she then has to spend alot of time financially as well as physical time to ensure that it is inhabitable for her
Whats the rules with regard to housing association providing adequarte repair to this property and what can she do if they refuse to carry out the above work which we both feel needs to be caried out.

Depends (possibly..) on what sort of tenancy she has: There can be 5 types...

1st thing to do is write (yes, WRITE!! keep copies..) a calm polite letter noticing the issues and asking what will be done when to fix...0
