What happens with my bill until meter is installed?

I moved in the property I live now 3 months ago. I have asked for a water meter from Thames Water almost 2 months now and had a contractor coming in and confirmed that a meter may be installed more than 1 month ago.
The problem is that I am a single occupier and during this time I am paying way too much on water-actually twice as much- based on the unmetered charges. I think I have overpaid at least £50 till now.
Contacted Thames Water repeatedly by email, calls and it looks like they are going to install meter after all but just when the deadline ends- approx 50 working days since requested meter.
Do you think I stand a chance of a requesting to be billed based on assessed charges from the date I asked for a meter till the date it is going to be installed, or is there any way of getting refunded for the overcharge?

worth a shot they may do this for you, but they dont have to as they are within levels of service
