What percentage of England is "overcrowded"?

Given that just 2.27% of England is built on.....
And that not all of that built on space can be considered "overcrowded".
Perhaps those clamouring that England is "full up" can identify what percentage of England they think is in fact "full"?

Since urban only covers a tenth of the country, this means that the proportion of England's landscape which is built on is…

Yes. According to the most detailed analysis ever conducted, almost 98% of England is, in their word, natural.
Elsewhere in the UK, the figure rises to more than 99%.

Per my earlier post from which this opinion is obviously taken. It matters not a jot whether the figure is 2.27%, 2.5% or 10%, if no additional land is made available for housing. The fact remains that England's population is due to rise 19%, Scotland's by 10% in the period to 2035. Except the government just changed the planning rules so that significantly more land will be available for housing.The fact remains that England's population is due to rise 19%, Scotland's by 10% in the period to 2035. Scotland's trajectory shows a lack of ambition.

Does it matter what % is built on nationally the important thing is what % is built on in the areas where there is a shortage.
On the politics show today a Reading councillor said that they have land set aside for 3500 houses but no one wants to build them.
