Excess insurance - conditions

I recently picked up a hire car from Budget in the UK, and as we were going though a list of all all the extras, that I was not going to buy, the assistant suggested to me, that some 3rd party excess policies were not all that they were cracked up to be.
He indicated that some policies only paid out when the damage occurs "on the highway", which would exclude more common minor damage like a ding in the car door at a supermarket car park,
I've been using these policies for a couple of years, using probably 3 companies, and always read the t&cs in detail. I've never come across any such exclusions, and just wondered if anyone else has seen these restrictions.
btw this is the same outfit that tried to present a Peugeot 107 as an economy class car.

    Sounds like complete rubbish - they are probably on commission, or have targets to sell their rip-off "Super CDW" policies.
