Xperia Mini Pro unlocking advice

I've got a Sony Xperia Mini Pro (SK17i) on Virgin. I'm going away to Taiwan shortly and want to use a local SIM as the roaming charges on Virgin are a bit stupid.

Firstly, does anyone know if Virgin actually lock their phones? I don't have another SIM to try but I was told tonight by someone in a Virgin shop that the phones aren't locked. If they aren't though, why are Virgin charging £15 for an unlock code?

I've tried getting the code from Virgin CS but have failed and as it is now only a week until I go it isn't worth trying again as it won't arrive in time.

Would my local friendly market stall be able to unlock this phone, or is it one that can only be unlocked by the network? If it has to come from Virgin I may try again and cross my fingers that it will turn up in time. If I can get it done elsewhere then I'll do that. After my attempts so far to get one I have no faith in the ability of Virgin CS anyway...
