I'm fairly sure that endorsements aren't treated as "other penalties or orders"
correct.
Points endorsements are treated as a conviction on the date of the offence, for the purposes of RHA 1974
Road Traffic Offenders Act 1988
http://www.legislation.gov.uk/ukpga/1988/5358 Effect of endorsement without hearing.
(1)Where the counterpart of a person’s licence is endorsed under section 57 of this Act he shall be treated for the purposes of sections 13(4), 28, 29 and 45 of this Act and of the Rehabilitation of Offenders Act 1974 as if—
(a)he had been convicted of the offence,
(b)the endorsement had been made in pursuance of an order made on his conviction by a court under section 44 of this Act, and
(c)the particulars of the offence endorsed by virtue of section 57(5)(a) of this Act were particulars of his conviction of that offence.
The case of Power -v- Provincial Insurance Plc mentioned above was a disqualification endorsement, not a penalty points endorsement. We need the earth for food, water, and shelter.

Advice from the initiated in East London please: I was camera-flashed twice as I entered the Limehouse Link tunnel yesterday (change from a 40 to 30 zone), and am fully expecting a notification to arrive through the post early next week. Have already looked at this MSE thread and this one which is more recent. Questions:
- is this camera "live"? I'm being hopeful, I know but stoked by this thread
- does the scheme in Tower Hamlets allow the option of a driver awareness course?
I usually make a conscious effort to drive within the speed limit and it's my first offence in over 20 years of driving. The irony is that I intended to take an IAM course this year - you can imagine how stupid I feel!

I believe it is live. Certainly heard of people getting caught on other forums.
I don't see why a speed awareness course wouldn't be offered, although will depends how quick you were going.0 -
Have you received a NIP?
If so, this is the place for you;-

Ref Speed Awareness Courses.
Admiral group (Admiral, Elephant, Diamond, Bell by Admiral) all ask in their online forms and calls. As far as premiums the effect seems to be similar to a SP30 conviction.
Digging a bit Admiral claim attendees have a 10% greater risk against drivers without speeding offences and they have implied that the police have a vested interest in promoting the courses as an additional revenue. This seems to be contrary to the police and motoring organisations figures on risk. As a result of Admiral breaking ranks some police forces are no longer saying your insurance company need not know as there have been complaints that the course information is misleading.
Advice given at a course last year was if asked you must say you have attended a course but unlike a SP30 conviction you don't have to volunteer the information.0 -

yep, that's the golden rule...if asked about anything you need to tell the truth
But if not asked you don't need to volunteer anything even convictions (but I'm sure all companies will ask about convictions)0 -
I am attending a SAC next week, renewed my insurance last month and avoided Admiral because they asked the question and didn't allow me to specify the course, only a list of offence codes?
IMHO Avoid Admiral.0 -
SAC is not a conviction, when you complete an SAC the prosecution is "NFA'd"* and does not take place, and the new rules on the 6th mean you can't have a claim denied if they didn't specifically ask about SACs and then later find out you've been on one. This applies regardless of whether it's done by phone, letter or web form.
