Mis-selling Complaint

Hi,
I'm probably another victim but here goes. Called TalkTalk last Monday to enquire about Fibre upgrade. I am out of contract and in limbo deciding what to do. After checking line etc and a lengthy discussion about how I didnt need the new YouView box as I have Sky HD in the front room was convinced enough to go for the following which was read back to me as she explained the agreeing to new contract part>
Talktalk Plus including YouView box and large fibre (up to 76Mb) for £36.50. She basically offered me the large fibre at £10 off as i took the whole plus package. I also had the option once installed to bulk buy line rental to bring costs down even more. Sounds great right?
She explained that the engineer would come out install free and optimise the line, she would then call me back to arrange the fibre install, if I didnt receive a call then ring the number and ask for Nell.
The engineer arrived, nice call before hand so I could get home rather than take an afternoon off work, had a chat with him whislt installing and he told me the most that he had seen in the area was 18mb speeds.
So guess what, no call yesterday, I called tonight, Nell who? said the chap, can you please just read the transcript from the original call, i asked. He did, then replied why would she have done that, she is not allowed to discount large fibre, there is nothing i can do. Does this women even exist I asked, so he sent her in internal email which bounced back to him as undeliverable. That really annoyed me but he assured me she did exist as he could see her on the system.
How about you cancel the contract and come back and remove everything i said, i was then offered medium broadband 36mb for £5 instead of £10. I explained I was not at all impressed, fair play the chap on the phone actually sounded genuine and embarrased but unless they come back with something else (they have half price packages on their site which werent available) I am walking.
I explained that unless I had called no-one would have been in touch and next Monday is the end of the 14 day cancellation period. He agreed with me.
Can I report this to someone that can take action or is this normal operations for TalkTalk?
I am correct in assuming they have sold me down the swannee and mis-sold me an 18 month contract for a service they were never going to provide?
