That is true they can fit them on the stop tap and most companys prefer to do this....but if the water comes into your property and your appliances use the water but then the pipe continues through the property into the neighbours property then the customer would be charged for more than their own consumption....and theirfore making it pointless unless you want to pay for your neighbours water!
That is why they sometimes wont install a meter0 -

appologies for being stupid here but isnt your internal stop tap your stop tap and your internal stop tap controls your water supply inside your house.
and in 12 years i have never seen a internal stop tap shut off a neighbours property unless there has been an illegal connection.and i can count that on one handneed to have a lightbulb moment0 -

Be great if it was like that - and you didn't like your neighbours. No water for them then!
If you lived at the end of a terrace - you could shut off water from all the houses.
On the other hand if you lived 'downstream' from a neighbour who didn't like you!!!!0 -

Nope, unmeasured charges are based on the rateable value of your property:

RV's (rateable values) can also be confusing as even semi-detached or terraced properties can receive different priced unmeasured bills. This is because it is based on the District Valuer's rating prior to the introduction of the Poll Tax, so even if the properties are of the same size, if the District Valuer rated them differently the charges won't be the same.0 -

This was because the RV was based on the notional rent a property could command, not its value.
Bear in mind that the last 'across the board' valuation in England was in 1972.
Large houses with lots of land, particularly if unmodernised in 1972, were not in demand for rental purposes. However smaller modernised(in 1972) properties could command higher rents.
The large house could now be modernised and be worth several times the smaller property, yet have a lower RV and hence lower unmeasured water bills.0
