how do I stand?

I recently took an electric bike to a repairer who didnt seem to want to take it in (for whatever reason)
I told him I was sure it was wired wrong and gave him the wiring diagram I had made up (which he didn't seem bothered about) and asked if he could check that.
While in the workshop I noticed his wiring diagram on the wall and spotted my brake levers were wired wrong already.
I got a call from him today saying he had checked the bike and it might be a switch or it might be the throttle which I had already told him I had changed, the wiring is connected at one point which is where I think it has been rewired wrongly and this was shrink tubed so I will easily be able to see if he has checked the wiring.
I suspect he hasn't but will see when I go to pick it up.
With his vague diagnosis and suspecting he has not checked the wiring/doesn't know how to test it properly I would not be happy to pay him.
My question is am entitled to collect it (can he keep it) if I refuse to pay him.

    If you don't come to an agreement with him over paying you will be leaving without the bike, which is perfectly reasonable.

    If you are not happy with his work you then take him to court or as an alternative you leave the bike with him and take him to court for the return of the bike.

    What I don't understand is why you left it with someone who was obviously not happy taking it in. You have obviously been tinkering with it yourself and seem to suggest you know it is wired incorrectly.

    I reconnected it but only copied the way it was already wired but that does not make it right for him to not check the wiring as I asked does it?
    My problem is I instructed him that I didnt want to go through the usual change this change that scenario to get it fixed and told him I wanted the wiring checked which in the 10mins I was in his workshop I noticed one part was incorrectly wired from his wiring diag.
    Surely if I ask for a specific check that should be done regardless of whether I connected it up??

    I wasnt getting answers to my question just people asking why i took it to hims and if it was a made up bike.

    So from what you say below you are saying that anyone who has made a repair on their own car for instance cannot expect a garage to check the items they ask them to check ? surely my contract was I was to pay him to check the items I asked him to check?

    Have you actually spoken to the guy? He might just be happy to get rid of you and the bike and will say either no charge or give me £20 for my time doing xyz.

    You seem to be making this a test in to his work which I imagine he knows already and is now ruing the day he took it in.

    Until you have spoken to him you have no argument, so why are you looking for one?

    Does nobody have any negotiating skills in this day and age?

    You suspecting that he hasn't done the checks you asked for simply isn't a good enough reason to refuse to pay.

    You suspecting that he doesn't know how to test it properly also holds no weight.
