    I would go heavily on the bin not being put out by you.

    On the day after the bins are emptied go round this chaps house and pul his bin out again.

    See how he likes the fine.... :)
  • I have done some research into this problem for you, i can imagine that it has been very annoying for you that you don't have contol over your own Wheelie Bin due to a 'helpful' neighbour.

    I have come across the website below who have actually just launched a product that can prvent people from doing just this. It is a security lock that you can buy that is secured to a wall and with a padlock and it prvents people from stealing or moving your wheelie bin. The one lock will actually hold two bins as well so you can keep both you general waste and garden waste secure together.

    I hope this helps, plus if you get one of these locks please let me know what you think, i have just ordered mine so i am looking forward to seeing it for myself :)
