Calling Paypal from a mobile phone... Will they charge?

Basically I need to call paypal ASAP. I have 400 minutes left on my dolphin 26 orange contract. Using the saynoto0870 website I found this number for paypal: 020 8605 3000.
My orange contact says I can phone 01 & 02 numbers using my inclusive minutes. Will this number come under those minutes...

On the orange website it says:
"5.Your Anytime Any Network Minutes include UK calls to Orange phones, standard UK landlines (those beginning with 01/02/03), other UK mobile networks and Orange answerphone."

Would the paypal number be classed as a standard Uk landline

Well, it does say: "standard UK landlines (those beginning with 01/02/03)" and 020 8605 3000 does begin with 02.

Yes but it also say standard UK landlines I wouldn't class a call center as a standard UK Landline...

You are mistaken. It depends entirely on the number (first digits), not on who is using this number and what for. When calling a number you are not supposed to know this.
E.g. 05, 08 and 09 are landlines, but not 'standard'.
