It really depends on how sunny you want it.
As others have said Southern Spain is a good choice if you want sunshine, but isn't always 'sunbathing' weather in December. It will certainly be nicer than here in the UK and will be warmer but you might not be spending hours laying on the beach.
If you want to have more sunbathing weather then you will need to go slightly further afield and look more towards the Canaries, Egypt, Tunisia, Morocco, Cape Verde and even possibly Malta and Cyprus. All these are within a six hour flight from the UK.
If you don't mind a longer flight then other areas include Goa, Gambia, Dubai, Caribbean, Cuba, Mexico, Australia, Thailand, Bali etc.
For prices that don't break the bank I would suggest the Canaries or Egypt.

Goa generally has uninterrupted Sunshine from Nov through to March
- Cheap prices on food, accommodation (if you hunt around) and a wildly different feel that only India gives you

If you go wild, drink too much and eat spicy food then you might get a bit of that too, but that would happen anywhere...0

Tenerife is excellent all year round. It is reported that Tenerife has the smallest difference between summer and winter temperatures anywhere in the world. I often go out in November and December and always get proper beach weather on most days.
I usually rent a little bungalow with excellent facilities for about £125 per week. It has a large roof terrace + two little gardens and has everything you need.

We did a cruise of the Canary Islands in December 2010 and the weather everywhere was lovely - Tenerife, Lanzarote, Gran Canaria etc also we visited Morocco & Maderia which were also great.0
