Water bill dropped

We've moved home, from a three bed flat to a three bed terrace (but with two extra rooms). Our water bill has apparently dropped from c£380 a year to about £200. Does this seem about right? The bill says that the old RV was c200 and is now 112. Neither property is on a meter and the number of people in the property hasn't changed (2).

I can't find anything online to explain why the RVs would be so different (both properties are in band A for council tax). Can anyone clarify?

The last general revaluation of Rateable Value in England and Wales was in 1973, although properties built between 1973 and March 1990 were assessed using the same criteria.

The RV has absolutely nothing to do with Council tax banding. It was based on the notional rent a property would command.

The criteria for RV depended on size, facilities in area, modernisation(by 1973 standard) which includes central heating, bathroom facilities etc etc.

Your 3 bed terrace in 1973 would not have been as attractive to rent as your flat. It might have had, at that time, no Central heating, even an outside toilet, no garage, old bathroom/kitchen etc etc.

Thank you, this is very helpful. The house has been significantly extended, probably well after the 70s, so that would make a lot of sense.
