PCN - Crown Point Retail, Leeds (Excel Parking)

Hi All,
I was glued to this website last night as I received a PCN ticket yesterday at Crown Point Retail Park, Leeds for overstaying by 15 mins. I don't know whether to pay it? ... (I believe there have been some new law introduced late last year)
I parked here as I had some shoes I needed to exchange at Clarks as well as trying on another pair I'd spotted online - this took over an hour in itself with problems at the till! I also needed to go to 'Pets at Home' for dog food and a Harness etc and have receipts for both places. I also wanted to browse other stores whilst there.
I did leave the ground for a short while to drop something off for my brother at his office round the corner (no parking there!) but knowing I was going to be spending money in the park (not just browsing), I thought this would be OK. I wasn't banking on being 15 minutes late back to my car or the obnoxious young lad writing the ticket, he saw me come out of Clarks!
What should I do guys? Would they win in court if they have me on camera leaving the grounds?
These private parking companies as well as Loan sharks (Wonga etc) should be shut down. Things are hard enough without these parasites preying on honest mistakes or people already struggling. And what are these big brands thinking, letting them operate near their businesses, even if they are only renting.... I obviously won't be going back to this place, and I suppose I'll stop buying from any shop that have these privately managed car parks. Makes no business sense....

you are unsure whether to pay this??? well, my question,, why would you be unsure as to want to pay a FAKE parking ticket/invoice???,,just relax, read the stickies,especially excell who are a bunch of clowns and take a pecial note of what letters to expect,,roxburghe debt collectors and the phoney solicitor ,,graham (i am deffo a phony solicitor) white,,,both part of the scam and share the same office,,advice,,a)read the stickies,,b)ignore all threat o grams and c)ignore some more,,,,nothing can/will happen as a result of this SCAM,,relax now.jobs a belter aint it.0

...and if you'd searched the parking forum (there's a 'search this forum' button!) you would have found the umpteen threads about the new law and POPLA.

The new law makes no difference.
Having read the advice here, you know that what you should do is percisely nothing, i.e. ignore them.
Definitely DO NOT contact Excel. They are currently banned from accessing the DVLA database and thus getting your details. So, they have no way of knowing who you are. If you do get anything in the post from them, come back here, as we can cause them lots of pain.0 -
Some people do ask stupid questions when they claim to have been readingFor everthing else there's mastercard.

Skye10: Not sure they still can, but thanks for reminding me to reply to this. You may not always get the odd reply which makes you think ....... hell such as Basfordlad. Sometimes you just need that personal re-assurance with laws changing and misinformation that may be floating around.

Just to add that Excel are now able to get registered keeper data again but it doesn't change anything, the fake PCNs you get from ANY private parking company are not real fines.
Current advice on here now says (unless in Scotland or unless it's a banned company or non-AOS company, in which case 'IGNORE' still rules!) then if you get a fake PCN on your windscreen, wait for them to write to you, the first letter, and then appeal against it.
Then get forum help to challenge the whole basis of the charge at the second stage (POPLA) as discussed on current threads. We can win POPLA appeals now.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

right folks im new here and would be greatful for a little advice, was parked at crown point leeds and i left the site for all of 15 mins excel parking services ticketed my window and i have now received a letter through the post stating a different contravention to that of whats on the window ticket, do i have grounds to appeal on ''procedural impropriety'' also the signage is s**t small writing sandwiched inbetween other writing.
contravention codes i got were
AO=walked off site on the slip
and on the letter ''reason for contravention'' parked in a restricted area of the car park, and it doesnt state that on the slip, now as far as i know none of the car park is restricted any advice would be appreciated kind regards paul0 -
