No the rules are the same, they allow certain agencies to create a civil penalty charge, which is in legal terms an offer to pay them a fee for processing the notice .
If you refuse, they can apply to the court for a CCJ for non payment of the notice, then it can be enforced same as any other debt via the county court bailiffs.
Councils tax has a statutory liability order process which these civil penalties do not, so is completely different.
A few websites exist that spell out your actual rights in regards to civil bailiffs and how to re-pell them in to sending the debt back to the people issuing it who generally give it up as a bad job.
It is not the stuff of the fearing general public who are trained to roll over and show a soft underbelly the first sign of authority, but for those that use it it works.Be happy...;)0 -
Sorry thats wrong. Its a penalty charge that the NHS can legally use if a patient doesn't pay on time.
A penalty charge is a civil penalty charge, DVLA, NHS, Schools, councils can create them, but they remain a civil debt that has to be enforced via the County Court.
Only a judge or magistrate can issue a fine which can be collected via the warrants office.
Learning the differences between Fines and penalty charges will be a whole new opening to your knowledge.Be happy...;)0 -

This may be at odds with your authority stance upon life. but they are completely separate and certainly not the same as council tax.
If you do not pay a Fine, the police can come with a warrant and take you back to court where you can be jailed.
If you dont pay a penalty charge, they have to enforce via the County court system options and large fat men called bailiffs will turn up and bully you in to paying it.
They are a world apart.
Only a judge or a Magistrate sitting upon oath to HMQ can issue anyone with a fine.
That is our law and it is a bloody good job it is with all these tinpot authorities trying to get in on the act.Be happy...;)0 -
Unfortunately wrongly claiming exemption from dental treatment costs etc can also be a criminal offence .
There has been a massive impetus this last year to recover money when people have wrongly claimed for free dental treatment. Over £1,000,000 in the last year alone I believe. The nhs business service agency is under huge pressure not to just roll over, and to reclaim this money for the health service.0 -

The problem is you are rabbiting on about fines when that is not the issue in this thread. The OP has already corrected themselves and said they have been issued with a penalty charge not a fine. Halibut said that the NHS cannot issue penalty charges which has since been proved to be incorrect. They have accepted this and posted a link.
