Help with Active x and IE

Can someone please sort me out!! We have moved from England to Ireland we were waiting for a satellite broadband type thingy but were told it would not be possible so I signed up to dial up via a phone line in the back of hard drive ( i expect you are now seeing how computer literate i am ) we then got the broadband via a transmitter as there are no broadband lines in this area. I am able to get online but am not able to use MSN or buy anything from ebay
it says my certificates are not valid and the following test shows this, I hope this makes some sense to someone after 7 weeks with no internet i am desperate. Thanks

    Have you tried this:

    Open an IE window, go to Tools / Internet Options / Advanced and "Restore Defaults". OK or Apply and restart your IE browser.

    Have you tried using another browser such as Firefox instead?

    Download Firefox and try that. Much better than IE anyway.!

    It says " restore advanced settings " is that the same?
