Prepaid "DEBIT" card

The only pre-paid debit card I know of is a prepaid Mastercard Debit card issued by Wirecard and used in the thinkmoney managed budgeting account (£14.50p monthly). Wirecard bought Newcastle Building Society's prepaid card business.

Yes, I was driven by the same considerations and have been using 'Orange Cash' pre-paid MasterCard for the last 2 years.
Its practically free apart from an initial £5 issue fee. Meaning, free to load money on and free to spend online or instore. No inactivity fee or monthly fee. Can be used abroad subject to usual 2-3% fee (no flat transaction fee - so have used it often in Europe). You can use it for ATM withdrawls but there is a fee (I think 5%) - so its ok for an emergency £5-£10 cash. You can monitor your account online and I think now even customer service is a standard geo phone number.
There is also a sort of 1% cashback/rewards but its a bit of sham as it can only be encashed as Orange mobile calling minutes.
